The Failure of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Immense energy is allocated on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability provided through up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes sober acceptance: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and another blackout.

Persistent Threats

Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, certainly, endure.

Tactical Assessments

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to relinquish the territory that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its favour.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
